So what your saying is that we have no more rights to our own opinions and we are not allowed to talk about them anymore.

Eh.. No. Just because you have an opinion and the right to express it doesn't mean you necessarily should at all times.

This is the age-old problem of when too much honesty can be detrimental to your friendship, yet if you don't let him know he'll be in the dark and won't improve his music. Obviously that isn't kind either. Its a dilemma.

If the guy is asking you for a straight-up critique of his music, there's substantially more room to be honest because that means he has himself at some point though "I wonder if I'm any good" or something along that line. If he hasn't, why shatter the illusion? If he has fun making music and thinks its rewarding despite being crap it is really none of your business ruining that.
It comes down to what he wants to achieve, be sensible and give him pointers, advice and negative feedback on specifics - not his general ability.

Stay in the realm of constructive criticism. "SUCKS" is a word that does not exist in true art. Now if you think his music is not marketable or capable of being liked by others, you should be ready to point out why you feel that way with some clear cut reasons. Even if they're emotional reasons rather than techical...

-falls kinda flat in the middle of the song
-sound choices are kinda weak
-not enough ambience/depth
-samples are cliche/cheesy

etc

Ain't nothin wrong with a little constructive criticism, but be sure that it's desired before you go offering it.

"How do you tell your friend his music sucks?"

the answer is: you don't.
certainly not by saying stop making music... what kind of help is that?

the following question is:
"Why does it bother you so much?"

few possible answers to this one, but in the bottom line: it is OK not to like your friend's music or anyone else's music for that matter. It is OK to let him know that you don't like his music if you feel that you can't stand listening to it.
I play music that none of my friends likes, only my co-players - and it's perfectly fine - I know it, they know it, we all live in peace and do what we like to do.           Crackling universes dive into their own neverending crackle...
