You could, if possible, aim at making the mix available as streaming media. This way most "normal" surfers wont know how to download the mix. There are many tools available such as RealPlayer, Quicktime but my suggestion would be Flash MX or 2004 Pro since it only require a small plugin and can be squeezed to a small size without too much quality loss. And up to 95% of all surfers use it already.

Good luck and always remember to give the artists and labels credit.

I Dj'ed once at a commercial Rave in Brazil and the organizer asked me to write down some tracks that I was gonna play, because he had to pay the brazilian recording association. But that never happened to me again since then.

On the other hand, in the east Village in New York there are stores that sell hip-hop mixtapes also featuring big-label artists and on them it says something like " You are paying for the skills of the DJ and not for the the artists".
And these are regular stores, no street vendors. I guess the labels dont mind and dont sue them because these tapes create an underground buzz and it is good promotion.           Check out my album: http://www.ektoplazm.com/free-music/gay-satanic-hippie-tiefenrausch

As said here before, some gray areas are a must.
Its true that if you want to follow the 'correct and proper' way 100% you will not have DJs playing anything other than their OWN music, since its strickly forbidden to publicly perform the music (even if its bought) without the agreement of the artist/label (its even written on any CD cover you buy).

However,
Mixtapes are (IMO) ok to publish because they are contributing to the publicity of the artists without harming that sales of the music - if you hear a good track properly mixed into a blend of other tracks you will definately want to buy it as whole. Its like hearing a sample in PsyShop or other online shops...
Even if a user downloads the whole mix and saves it on his computer, what can he do with it (specialy if its encoded in low level kbps)? what damage is there to the artists?

I strongly believe that a streaming/downloadable mix is proper and completely ok. Its even a good thing since DJs have a way to promote themselves.
My only suggestion is that any mixtape that includes non-original material (meaning material that the DJ did not create by himself) should be released and originaly bought. This to ensure that at least SOME measures were taken to compensate the artists for the use of their material. If a DJ is using material that was illegaly obtained, then u ARE helping the MP3 mess, and I understand that this is exactly what you try to avoid.
Don't publish mixes with downloaded material (you can ask for a tracklist and verify it), and if you know the people, check that their CDs are original and not burned.
