... so then... easy solution must be......
CD REVIEW section= CD Review ONLY (can be more than one review per CD..... but Moderators will have to Police all posts and delete those that are not Reviews = more work for u moderators......... Artists do not NEED to say 'thanks' (if its good then obviously they appreciate the "kind Words") for a good review...I mean.... they dont usually come on saying "Fek U" to a bad review 
In the Promotional Section.... its a free for all!!! u can say what the hell u want.....even if its all self inflating BullS**t (thats PR for you )... lots of " Kiilllaaaarrrggh" and "nice one Mate" etc etc....whatever u want...... this is how to seperate the 'Wheat from the Chaff'

for me, the comments are usually more telling than the reviews themselves. one objective comment from a person w/good taste will tell me all I need to know about a release. i just tend to ignore all the promotional bullshit anyway.

im not sure that mods can solved the problem
with more promo coments than the cdreviws coments, I can only see that this music become "release and forget" stuff
dont know maybe am wrong..
