There is special organization in russian administration - Drug Control, which is totally unconstitutional and thier first aim is the rave). But it is not the main problem - just one of them. Our party organisers think only about money. Every time when famous project comes to Russia it cause a problem with quantity of people. There is no limitation concerned with size of a rave place. If they can sell 50.000 tickets they will do and nothing stop them. It's only way to escape this situation is to stop visiting those parties, but it's all about most top and most wanted parties.
