dual mono = two channels with same signal
stereo = two channels with different signal

create a mono track and route it in ...ah..i forgot, Fl Studio has no mono tracks xD
well, stereo to mono, can be done with those stereo control plugins out there then..
smth like this: http://www.kvraudio.com/product/dfx_monomaker_by_smart_electronix
for mono to stereo, you would need to create a second track with the same signal then apply panning hard left and hard right, and apply an fx on both, with slightly different settings for example, or timeshift one track a few ms...this can lead in kinda stereo feeling.

No that is not the pan knob, its the stereo seperation knob, left is full stereo(seperated)- though it does not add stereo, and right is mono(merged) - the pan control is that half moon above the knob.

below the fx on the channel u c two nobs on the right beside the eq. the top right nob is the stereo separation knob.
