you do notice that this arp never plays at the same time as the bass
the other thing is that a lot of the old goa doesn't even have a bass like any of the post-2000 psy has. blue pyramid has a "bass" made up of 3 different melodies with two panned to different sides and all have comparatively little bass content or are pretty low in volume. this also gives the kick so much power (and leaves room for the length of the kick with more the bass content). so of course you have more freedom to make warmer, fuller leads to play with that.
another point is that it's mixed "dirtier" than modern psy with more frequency overlap. if you listen to the climax at the end, you'll notice that some melodies are covered up by others.
