Please do not call the cops on those kids in relation to drugs. They are just lost; however legal problems will not make them any less lost.
Write them a letter or something (a non-threatening letter). No matter how stupid people are, they often tend to understand sometimes if the situation is laid out before them clearly and non-authoritatively. And if they do not understand, at least you will know you have tried, right?

Normally i am a peaceloving person but would i am in this situation i had called police coz of drugs already after saying two times they can't listen loud music all the time.

Take it up with the rental board. More effective and more civilized than the police imo. (Unless of course, the apartments are owned)

i warned them through the door (they never opened) that i will call for police and also police came 5 times. So now i really don't care about kids or not kids. they have to get their 1st lesson. No more negotiations. I can't wait till the ambulance coming for grandpa&ma.

in & all over your body....sweet innit?
back on topic...if nothing works, take your garndparents for a weekend somewhere,and then knock on the neighbours' door and invite them for a cup of tea or beer or smth. Or u go at theirs and b friendly, have a normal chat with them bout things unrelated to the noise issue, exchange some opinions about music and listen to the few tracks they'll want to play (Im sure they'll fancy playing u some of their new killa unreleased music).
sacrifise your nerves and patience and stay with them for few hrs of the night...b part of their loud music night sessions gang......make them c ya as a respectful person rather then a complaining neighbour.
maybe then your words will mean more to them and your opinion will be respected...
if not...oh well...u do the thinkin then
