Ehm.. I wouldn't classify it as "horror" chill, but generally industrial and darker ambient seems to be the target when one's looking for darker soundscapes...
I'd go for Sophia (best of the best, just listen to "Misere" from the album Herbstwerk), Mz.412 (the Swedish classic group who got themselves unwillingly an Italian pyromaniac who set fire on churches, leaving notes stating "Mz.412" during the switch to the 90s  ), Svartsinn, The Protagonist (great neo-classic/industrial epics) and generally anything from the labels Cyclic Law, Erebus Odora and Cold Meat Industry...

Definitely the darkest tracks ever!!! No wonder it has such a name! And such a brilliant track!

The darkest chill my ears have had the pleasure of listening to was a Sunkings album called Soul Sleeping - released on Blue Room a while back - with track names such as Tongues Of Fungus and Flesh Canvas gives you an idea of how dark it was!!! definately something of a nightmare feel about it...had me running for the light switch everytime!!!
