I don't think someone's able to bring Hallucinogen, Prana, Green Nuns, Lunar Asylum, Doof etc. without making it a 40,000 ppl Festival 
Plus, 90% of the goa artists have retired.

Green Nuns are way way retired dude.
But if you're talking about a festival so there should be atleast 10-15 artists playing, and the goa artists that left today take a LOT of money, not like the suomi artists, because they are most proffesionals, plus the flight tickets and the instruments weight (if you're talking about a live acts), its a VERY expensive buisness, 2500 could be too few even just to recover the expenses.

I played at one or two private Goa oriented parties this summer... I even managed to mix it with today's fullon and even some dark stuff.
Some people miss the goa vibe in today's trance. I can definetely say that.
If you are into making a 604 fest you should bring the still active artists even ef they make different styles but ask them to play older stuff
I would definetely book Jaia for it... their Goa is something else
