The Big Chill in the UK started off as such a thing - though chill in its widest sense as opposed to the narrow world of psy chill.

I've been to some chill only nights but never a festival. A night of only chill is bliss so I reckon I'd love a festival of it.
Of course it depends not only on the quality of the music but also the people attending. You'd need a load of people who really love there chill to make it work. Too many uptempo only guys wandering around complaining would ruin it for everyone           Wait.....What?

i have been to parties where the music on the mainfloor was so bad, that most of the people were dancing (really hard) to the sounds of the chillout dj.
on the other hand i have twice been to a party where only chillout music was played and a lot of guests frequently bothered the djs to play something more "danceable".
personally i'd love to go to a chill-only festival, but as with all parties,you never know whether it will give you the kick or not.
