Haha awesome description! (thanks for the video too)

Those types of (overused) leads are really simple: start off with an oscillator with an init preset (FL Studio -> 3xOSC). Set a bunch of oscillators to Saw wave, and play around with the octaves (lower is good, higher will do too). In this case, your amp envelope is set to 0 attack, 0 decay, 100% sustain, 0% release, or if you don't like 0, you can use small values just to make it different.

That gives you a tone.
It's noisy, but if you listen carefully to the sound you sent, it should be noisier (the sound isn't beautiful or complex like a bell or a violin, it's just a bunch of controlled noise!) so do stuff to it, like add some distortion, saturation, white noise, just make it scream! Set these unit(s) values to taste.

Then, a filter. You can use a low pass, high pass, band pass, whatever sounds good to you. I use multiple, on multiple instruments all over my tunes. And automate the filter frequency like if it was your mouth opening and closing - it will make your tone speak!

Somewhere EQ it, because it's just a bunch of noise and you want to immediately take out some (lots!) of the low and high frequencies out, and a compressor to make it tighter and set it in its place.

So, having this tool, then make the lead! put in midi notes like they are the words you say and automate the filter frequency like if it was your mouth.

Then, PLEASE do more with the lead other than adding a bit of reverb and delay and just putting this in the front of your mix.

Try also FM lead it is a little different thing as you asked but you can use the same steps with 1 exception. You dont use classic osc or many but you choose osc which can by modulated by another. For start is good free VST synth1. Its easy to use and FM has good sound.

You can teach something from this video:

And a little advice from me, If you are new with syntesizers dont try to take every synth you have ever seen in some videos. Its useless if you dont have an idea how synths work. Pick one from them and try to understand how it works. Which knobs do what thats the best way on my opinion.

Maybe this will helpful too:

both can be interesting, creative and awesome or boring, uninspired crap with the same sounds and samples over and over again.

if your music turns out to be the former or the latter doesn't depend on the genre, but rather on you
