well, if anything maxxbass will take away that sub woofer.
Maxx bass generates upper harmonics that 'trick' the ear into thinking there are lower frequencies, but in the end these extra harmonics steal headroom/power from what lower frequencies are actually there.
Compression too can actually decrease your subs as, in a bass sound, the subs usually cause the compressor to kick in and the subs are what get compressed.
What are you using for your source sound? This may be the cause if nothing else works - if there aren't subs there to begin with, it's hard to create them later on with effect/EQing.
If you can get your hands on Trilogy, it has AMAZING sub bass. Or you can try devoting a synth to just playing a nice low sine wave layered with your normal bass, to give it some low-end punch.
Also, have you tried the "sub bass" effect (in the Cubase 5 effects folder)? I've found this can add some nice bottom where needed.

I've never been particularly thrilled with the sub-end of the vb. Are you making a full-on bassline (1/16 notes)? Either way, I would try finding a nice sample of a 1/16 note of a single-osc sine wave that gives you the sub that you need, and layering that on top of the vb notes. You could probably even get away with just using one note (the root of your scale, or the most common note in your bassline) and put it wherever the vb is playing.
That ought to put some 'gut-punching' bass on each of the vb notes.
