i think so, you can create phaser/flanger type of sounds changing the pitch of the L/R channels and adding a little delay.
I think that chorus also works almost the same way, being delay less than 30ms (some FX allow) with little pitch variations.
To some point all FX (except from EQ and Vocoders wich are filters and Compressors/Distortion wich are amplifiers) are mostly delay/echo units with tinny differences.
maybe phasers/flangers appear so much in psy because they have that effect on the human brain

heard there`s a new alarm system that when activated sends out a serious of frequencies at a certain rate and the result is major nausia,dizziness and usually u end up puking your guts out.
anyone thought of sampling one of those and putting in a track? just imagine the dancefloor... 
this is what you can call PSYCHO-accoustic phenomena.
if u dig deep enough u just might reach the sky...

yea i heard of that.. it was used in the 70's for control huge number of people, it needed a huge db power to shoot very low freqs. but never went ahed.. Even the police that would press the shoot would shit him self

not talking about that... the alarm is new. is swedish i think. not sure. and it doesn`t need huge db to work. it uses a serious of high pitched sounds which affects your inner ear`s "mechanism" which has to do with your feel of balance and this causes your brain to think hey i`m moving realy fast while your eyes tell you youe actually not moving... which causes a brain "error"
and than u just wanna puke your guts out...
