Which soundcard and monitors?

Sorry for the simple question, but I don't have any idea where to start. I'm trying to put together a new computer for producing music. I have a Virus B and a Yamaha CS1x (just using it as a controller for now), and I'll probably use Cubase SX. What would be a good soundcard for under $3-400?
I'll also need some monitor speakers. I'm just getting started so I don't want to get anything top-of-the-line, but I'd like something above "guy making music in his bedroom" quality. I'm considering M-Audio BX8 or Behringer Truth B2031. Would these be good choices, and is there anything else I should look at in that price range?

yeah
for the soundcard... go for M-AUDIO delta 1010
or anything from EMU in that range ( as they have DSP on the board itself and ofcourse come with great sampler)
regarding monitors if you can afford go for
YAMAHA -MSP5 , they are the best in their class and rival many others above them and are used by many pro's around the world.

well in respects about the soundcard it depends on what cpu ure using..
mac or pc
dektop or laptop
if u have mac ull prefer firewire interface
i think the m-audio firewire 410 is a very good option in your range.
if u have a desktop pc the most convenient both in price and performance are pci cards....
Emu is making some very nice souncards with multiple in outs and dsp (for more cpu power)
i would go for those check em in www.audiomidi.com
if u have a pc laptop, for experience i would go with pcmia,,, i have a indigo dj and an indigo i/o at it works just beatifully,, dont judge it by its small size, which besides is VERY convenient! there also the vx pocket which has a lot more in outs.
i would avoid usb souncards because they often let u down... but if it is necessary i would say to get the maudio audiophile usb or the emagic emu 2/6.
also i think it is a very good option for u ,, specially because u dont have a proper midi controller: the m-audio ozone, which is a midi controller with assignable knobs and sliders, and an audio and midi interface, its usb but i heard it works very well. and its about 400 $
for the monitors an the range i would say get alesis M1 mkII, but some would prefer the truths, and at last the BX8 ... but if u can, listen to and compare before buy..

Thanks for the advice! I looked around on the audiomidi site and I think I've narrowed it down to 3 cards... E-mu 1820, M-audio 1010, and M-audio 1010LT. It looks like the E-mu has a much higher sampling rate than the M-audio cards (192khz vs 96khz), but would I ever even need it? Also, the M-audio 1010LT seems to be the same as the 1010 but without the fancy box and with 2 mic inputs (which I might never use, but would be nice to have). Since I'm on a budget, are the E-mu 1820 and M-audio 1010 really worth the extra $200?
As for monitors, I'm going to try to listen to as many as I can while I'm here in the states. There are about 3 music shops in Osaka and they all carry the same garbage... I don't know how the Japanese music industry exists .

Watch out with the E-mu cards. Alot of people are having problems with the software. Many people can't use the DSP effects at all. Search a bit on the web to see people's experience with these cards.
I wouldn't worry about 192Khz. Most people still work at 44.1Khz anyway. Of course if you can afford it, it is always nice to have for later.
