IYO, What's the best MP3 encoder, and why?
Oh, and what's better: Varible bit rate, or constant bit rate?

It depends on the circumstances. Not all players can play vbr (althought 99.999% of them do play it). VBR quality depends much on the encoder and on hunderds of parameters which affect quality and file size. With CBR you know what you get and with VBR you need to do what you are doing.
