What offers a faster and better performance XP or 7 ?
Wich one should work better in my tiny PIV 1600 mhz with 1024mb ram ?

For that machine... XP.
Note: XP will cease to be supported soon, both through Microsoft and third-party programs.

Win 7 is really smooth. Maybe u can install, all u need really is 1 gb ram which you already got

If ram > 2GB { $OS = "7" }
If $OS = XP {
Install XP version "Tiny"
}
elseif $OS = 7 {
Install 7 version "ultimate"
}

Cubase Vs Windows 7 has many problems . Had the Xp before and all was work right .
Now .. Cubase 4 - (Some times probs with the sound , Cant hear nothing) Some time in the middle of the work without eny written warning the software throw you out and you lose it . Cubase 3 and Nuendo 3+4 are working fine on the W 7 But some time the board is freeze , But in this case all are coming back the same after 5-10 sec' (This is the right time to keep and save the project before the next problem ) But overal (And in my computer) The cubase Sx3.2 is the best run in here (By now) This is the only program i can put my trust in on the Windows 7 .

Where do you live?
I do computer workshops with my students and for that I go to the recycling center and get old WORKING computers so that they can practice un/rebuilding them.
I have found mostly computers above PIV 3GHz. Maybe you should visit the recyclingcenter every now and then too 
Keep XP, with such a computer I can only guess your budget, so you most probably are into hmm "free" software which will probably have problems with W7

This weekend i past an 7 hell branch ..
I download the 'XP Mode' to be a window in/on the Window 7 (There is an possibility to work with them
both when the 'XP Mode' is a different world inside - PlugIn in the W7) . But again .. Many problems .
