Try to automate a granulizer.
I have done this with a 'Southpark' sample and the build in granulizer of FruityLoops.
I almost sure it is possible with this granulizer.
Maybe you have to edit the sample after granulizing and make the om a bit longer by copying. But i think that it is possible with that.

timestrech first and then use an analog delay (plugin)with the settings to very fast delay to make the sound like when you press a note it doubles it very fast like a chorus but not so fastthis makes it crunchy so if you combine it with the timestrech and you put a filter in the end to punch up the freq you want to be heard more you gonna have a resolt like TTTTttttthhhhiiiIIIIIsssssss......drop an normal sync delay at the end automate it and the resolt would be something like ttthhhhiiii...iii...SSSssss...sss...ss...s
dont forget to automate the filter to so it can punch the freq you want dont forget that if you chop the words its in some way a bit easier finnaly a paner plug for the pan and you are done!!!
its realy complex but it works for me 100% and i know want you want to do.... i think..!

for the tricky parts, you could try using the cut, copy, and paste for the different vowels in the rhythms you want, right in the audio sample. |

Combine Chopper/slicer with "Antreas auto tune" and special delay- mix it all to wav audio track then cut the parts as much precise as possible, (one short some long)
anyway work with audio tracks and midigate is also an option

Key is using FX and Settings in the Sequencer for what they weren't intended to.
But try to not over-effect. |

Try stretching, and ad a phaser(or just automatise the pan) and a tremolo, or something like that, and cut the sample into pieces |

u could slice it .. in logic audio .. for ex .. chose the sample u whant to slice .. then choose the scisor tool for cutting the file .. then press CTRL key from your keyboard .. and choose a small region of the sample .. and it will cut the sample in lots of small region in the same size but each one different ... depending of course of the sinth u are using if its a sinth without any type of variation so it will be always the same |

You can slice it like Darkpsy said,
or try the time streching tool from Cool Edit Pro, its amazing and gives that really psy classic sound to the voices when u strech a lot |

If I understand your description of the sound correctly, you can quite easily achieve this by using Kontakt set to "time" mode and automating the speed parameter. Its of course up to you to make it sound right in the track.
