what do you want to do with it?
do you want to produce with this sound card or do you want to watch movies with this one?
for produceing it's sucks...
for movies it's great because it's have 7.1 surroune sound!!!

If you're poor/broke/cheap, get the Tascam US-122 or the EMU 1212M.
One is external USB, the other is PCI. They should both be $200 USD.
They both have ASIO drivers which is what sets apart "professional" soundcards. You probably won't be able to find an ASIO card for much less than that.
I got a Emagic 2/6 on eBay for like $50, which was pretty rad, considering they used to go for $300-400 new. But eBay is eBay, so...

I had a 24/96 in my desktop and never had an issue with it at all... I don't remember the latency selection thing though...
