I dont know how this waves plugins works but i think its a pseudostereo effect i guess.

PSP have tools for stereo manipulation (pseudostereo, enhancer etc)when I look at the parameters they seem to be similar to that given in the link

and you can find many free plugins like that. i used to use a few, but i dont remember what it was
