try a vocoder first then something.... like a phaser or flanger even distortion.

sure,
useing the waves metaflangers, automate
the rate value whyle the samples going,
u can do some interesting stufff with a vocoder going threw the antares filter,
you can put a large reverb with a long tail
then cut the tail and put it beffore the sample starts, besides reversing and pitch shifting in various parts of the vocal...
etc...etc...

You could use a pitch shifter with only a small amount of wet signal, thats pitched to the current key thats playing. Alternatively use wah-wah effect or metalliser/flanger, and pitch a small amount of the wet signal so it's in the same frequency as the key of the track.
When this is only done on certain words, it can make the vocal almost sing, also the metallic effect can be pretty cool. Use this subtly.
Then obviously there is granulisers, which make it sound like someone is saying something you recognise, but you can't quite make out the words..spooky

I love the bit crusher on vocal samples .. it gives voices abit of a radio-ish feeling and can also destroy them into digital mayhem

Also, play around in soundforge/wavelab edit the wave from scratch... manipulate different sections by themselves - abit of time stretch on an s or x sound sounds amazing (listen to "afx237 v7" by Aphex Twin as an example)
Filters as well can make mad sounds... as mafkaroo said use granulisrs for weird incomprehensible sounds.

i had alot of fun with vocals and Antares Filter VST. in fact i have a lot of fun with it in general.

Native Instruments -Spectral Delay sounds interstign for vocals, i've never used it, just a hunch.

i once sampled a girl cuming off a porn flick and put a rotator on it and it was pretty cool. i used the dsp one off the e-mu 1820 but you might try Akai - Rotator http://www.musiciansnews.com/mastering/28/akai_rotator_vst_plug_in_software.shtml
have fun.
