I don't know about any programs but I have a really killer voice generator in my throat. Tell me what to say and I will create a 16bit wav or aiff or SDII and email it to you.
I generate mostly male voices but in a variety accents and can make a wide range of noises that no program could generate but you will have to be very clear in your spelling.
