SoundForge can do a lot 
Simple pitch-shifting, time-streching and EQ...

I youtubed Melodyne and Voice Changer and im not sure so it
will better just say what im looking for, i simply want to record small sentece for a track (not singing)
and change my voice to like scary dark voice and things like this.
so wich app or vst will do the job best?

i just watched some vids of it and this thing is amazing with vocals, there`s really no limits just amazing, you can do whatever comes in mind.
does anyone uses it with other sounds than vocals?

im sure u can find some great stuff from SmartElectronix.
Speakerphone's GSM (codec effect) is pritty cool
i would only recomed melodyne for complete accapellas or singing and stuff, he want sumthin simple.
why not try Quik quaks Pitch wheel or waves Mondomod has sum interesting Alien like Presets for vocals
