it sounds like a text to speech generator. with some bit crush distortion.... it could be a vocoder, but thats just my guess but the words seem more pronounced than a text to speech generator would do. :/ but that should maybe get you off on the right foot. but im curious as well.

The speakerphone VST looks awesome. I kinda don't think this is what it is but it reminded me of a sample run through a circuit bent sampler or something. There's a few kinds of old samplers that people are known to circuit bend and they can give a very similar sound to that though they can be much harder to control. Reminds me of the vocal in the middle of Crumblenaut by Younger Brother which I'm almost certain is circuit bent. Just a thought to throw out there but honestly I don't think that's what they did in this particular situation.
Younger Brother are teachers and may have some effect on this track, but I think if it was more EQ and Overdrive effect to achieve, and Younger Brother track sounds more like a Vocoder,
