Calm down, Mike A, I did my homework:
The name of the song: "O povo conta sua história: saco vazio não pára em pé, a mão que faz a guerra faz a paz"
Which means: "People tell their own history: an empty sack can never stand up, the hand that makes the war makes the peace"
I believe it's about people dying from starvation("an empty sack can never stand up" is used in such contexts, like "a staving human being can't win many fights, or something like that)...
