I think the tuning being referred to here is more in terms of percussion like snares/congos/bongos. Hats are generally highpassed quite high in psytrance, and therefore really don't require much or any tuning at all.
But then again - don't stick to standards |

if you want the core of your track to sounds good you have to know how to tune the following things on your root key.
KICK
CLAP
OPEN HAT
CLOSED HAT ON KICK
The rest of your rythmiks you can play with, rim's fast hats... Best example of PERFECT rythmiks The Misted Muppet, their fucking rythms are like melody lines... i wish i could write rythmiks like that...

If you place your hi hats (and your other elements) strategically you won't need to high pass the hell out of them, 3khz sounds awful drastic to me. Also try to let every element sit in the mix. when I layer sounds, I take out an ugly frequency (notch) in one and boost that frequency (bandpass)(often not ugly) in the other sample and vica versa, the elements stand out better and at the same time you get more drive from your hats...
