Do you mean most popular "Japanese" Artists or most popular artists worldwide for Japanese fans.
I'll give you my opinion but I just want to say that "most popular" is not the same as the best!!!
Most popular "Japanese" artists... Tsuyoshi Suzuki, KURO, Theoreme, Uni, Slum aka Phi, Hydro Generator, DJ SO, DJ Sal, Batta, Ree K., Masa... Ken Ishii (not trance)
Most popular artists for Japanese fans... Raja Ram, Hallucinogen, Alien Project, GMS, Infected, Protoculture, Eskimo, Skazi, Astrix
What do you actually want to know?
