since i started producing and listen more to eletronic music i feel like some sounds in electronic music are actually feeling more easy to understand and to recognize but my question here is how much can we devolp that "sound perception" skill because there are lots of effects, modulations, wave shapes,filters,automations,freq,notes... etc
if you can distinguish a white noise from a square wave well is not bad : D
well i think that is all about experience anyway let me know what you think xD

yes, it's just experience, the more you listen, and the more you program synths, the better your ear will become.
i started out with subtractive synthesis in 1992, and after about ten years was able to stun my friends at parties by playing the "you name any sound and i'll tell you how to synthesise it" game.
just have fun with sound while you're learning, and it will all stick in there eventually.
