For shelving/LPF/HPF anything will do (Cubase channel EQ, etc) for notch, bell, etc...something with good steep non-aliasy filters and easy automation!

Stillwell 1073 is a very transparent eq, for nice shelve boosts. Sounds very natural, if you just want some more highs but making them obnoxious

Stillwell Vibe eq will add a very nice grainy hi, kinda like the pultec from urs, but smoother.

For surgical, almost any parametric eq will do. I like Apeq, UAD Cambridge, and the fruity PEQ2
