Best Album: Boards of Canada - Remixes and Others (Warp Records), yes, Boards of Canada rule, what most chill out artists will never learn these guys already found ways to twist in a beautiful way.
Best Compilation: Backroom Beats 2 (Twisted Records), what can I say, Twisted Records haven't had one chillout release that dissapointed me - ever.
Best Track: Twerk - From Green to Brown (from Twerk - Living Vicariously Through Burnt Bread, on Mille Plateaux), touches of glitchwork with Twerk's famous loungish floating. Deliciously smooth.
Best Artist: OTT, for his album, Hallucinogen in Dub, and various tracks released all over the place. A very active and very special artist taking touches of dub and chill with some sonic wizardry to some very wonderful soundscapes.
Best Label: well, doubtlessly for me, Warp Records - even though they're much more on the IDM side and not the classic chillout, but albums by mu-Ziq, Boards of Canada, Autechre, Plaid, Chris Clark and more just have so much great music with some of the most creative rhythms and atmospheres, I'd expect nothing less than the best from this electronic music powerhouse.

Best SmOoth Album : Aes Dana ::: AfterMath... for the magic tinting each tiny sound of this Journey..
Best Nervous Album : OTT ::: BlumenKraft... but he's lucky that Red Seal's has been delayed
Best SmOoth to Pounding Compilation : 13th MoOn... once again great work from InterChill team
Best Nervous Compilation : Youth In Dub ::: Orchestra Mystique... definitaly, it's ENORMOUS !
Best SmOoth Track : Asura ::: Requiem from Nowhere (E-FrenchSound)... Hey yeah ! Don't forget them !
Best Nervous Track : AziZa A ::: Kim Dedi (Ultra Vista)... for its 'singularity' and its great energy
Best Wicked Track : UmberLoid ::: Neon Tetra (InterChill)... Listen and U'll know what I mean
Best Artist : So many of them (too long to list), thank U for this year ! But seems that it's been OTT's year, uhh ? Hihi i'm sure he'd smile reading this... well he deserves it, yalla !
Best SmOoth Label : Ultimae without doubt, for the quality of their Music, and their kindliness for their public
Best Nervous/Wicked label : What a question... Liquid Sound Design of course !
Biggest Expectations for 2004 : Red Seal, WaterJuice, and upcoming T.I.T.'s album soon on Ultra Vista

Flock of bleeps- Younger Brother is very characteristic of Posford and is good but has a lot of in-your-face bits which make it less chill than the Shpongle Remixes which is awesome - Homeworld of Protoculture is a very accomplished chill track - maybe we see a complete chill album from the young man in the next 18 mths or so |

What a hard question:
I'll just list the records that inspired me most this year and really had somethin special for me, although it seemed to be a great year for chill.
1. Tipper - Surrounded. Truly massive and stunning piece of music. Intelligent, dark, and original. Like IDM filtered through film noir. Essential.
2. Jairamji - Kindred Spirits. Haven't seen this one mentioned yet, but it's truly an emotional experience. Much respect to this album for being possessed of a massive portion of the World's Soul. Breathtaking.
3. Solar Fields - Blue Moon Station. Magnus is a producer after my own heart. Fearlessly stalking the digital domain in search of sound spirits to capture... Intellectual, razor clean, deep, and seriously powerful from start to finish.
4. Backroom Beats 2 - Twisted Records. First track.... all I have to say. If Pink Floyd was making electronica.... atmospheric, composed, and very emotional. Can't seem to DJ without it these days.
And too many others to mention, but Ott, Aes Dana, Shakatura, Adham Shaikh, Kaya Project, and Nada all created some great work this year.

best album:
bluetech "prima materia" :stop reading,go get this! beutiful mix of dub & idm,each track is unique amd they all make a stunning debut.
laroz "allstars": a true dub masterpiece,with cool guest vocals from the likes of TY, karni fostel, and ras haile malikot,this album is a must.
OTT : nuff sed.
