This is a technique I've always wanted to get down, but have never been able to accurately describe it in order to try ask someone for advice.

How do I create the kind of psychedelic delay present in this video and also used quite a bit in a psy music vocals?

The closest I can get is a delay pitch shifted up, but there's this sort of metallic x-factor to the sound I just can't seem to nail.

You'll know it when you hear it:

Take your voice sample, timestretch it way low in your DAW's timestretching thingy, and then tweak whatever parameter corresponds to "chunk size" to really big chunks.

I'm sure Renoise has very very fine-tuned ways of doing this as well, but they're not exactly easy to figure out.

Granulizers, tape echo (free delay (not synced) and automate the speed down), reverb...           http://www.myspace.com/fragletrollet

You can get really cool effects by putting a vocal sample into ableton's warp and tweaking the grain size up and down.

Unfortunately ableton doesn't allow you to automate grain size really stupid imo.
