use renoise best sampler existing. you can stretch each sample to whatever tempo you want in a nutshell and precisely. Simply set your desired bpm and set the sync parameter in the sample editor to whatever you want like e.g. 64 lines, or 512 or 8 ahh thousands of possiblities espescially with ticks per lines variations.
Nothing is simpler for such cases. You still could timestretch in almost all other daw's but the most algorithms like for example those in ableton suck at concrete tempo changes.

Drag the audio. Check upper left corner of the song list window. Three tabs should be there Audio/Automation/Pattern Clips. Select to
Focus : Audio Clips. Click the circle Stretch and just Stretch your audio clip to fit the lines.

I suggest to cut it and arrange it to tempo without stretching. Click the corner of the Audio Clip scroll down to Region->Chop and slice it(see what slicing method works for you). Manualy fit the Clips to fit the tempo without stretching it for best quality.

There are probably more methods to do that but that is pretty easy.           http://soundcloud.com/magimix-1/chilling-forest-whispers

Stretching is one of cubase weaknesses imho. So I 'd go for another program if you want to do some proper stretching.           soundcloud.com/supergroover

i think you click the mouse cursor and choose the one with clock and say time stretch then you drag audio to the point you want and it should stretch my cubase takes a lot to load sorry i can't be more specific
Its what i remember and i don't remember much....
Its the basic technique i think,          http://soundcloud.com/magimix-1/chilling-forest-whispers
