i think max or ipad apps are the only options these days, it does not make much sense anymore for a vst plugin developer to start a stepseq project.

WOK Clockwork is a 16 step analog-style mono sequencer, I use it extensively in my live set, all its functions can be mapped very easily to MIDI controls.
Theres a free one quite similar to Clockwork, from TubeOhm: http://www.tubeohm.com/TubeOhm/FREEWARE.html This one experienced timing issues once, and its not quite as quick and easy to use.
If you want hardcore, polyphonic, automation-ridden, auto-chording, MIDI file outputting, MIDI keyboard pattern changing, etc; Sugar Bytes Thesys. Its intimidating at first look but once you start messing with it it makes sense. Comes as standalone as well, and can run external hardware.
If you want a really unique and crazy sequencer, try Defective Records' Klee; http://defectiverecords.com/klee/index2.html Only standalone, but I had no trouble routing it into Live. They also have an M-185 clone, which is also a fun seq, originally was part of Roland's System 100m. And a third one, Cyclic, which I only tried a couple times, its pretty weird. Again, all standalone, not VST.
If you want some weird algorithmic/cellular automata-based/probabilistic/otherwise crazy sequencers, check out http://www.xoxos.net/vst/vst.html My favorite is Populous, which has a "biologically modeled behavioral algorithm", which means you set up parameters for "life", in this case MIDI note output, and how it interacts, reproduces, fights, and dies. Theres a steep learning curve with xoxos' sequencers, but theyre pretty awesome anyway even if i dont fully understand them.
