I'm still not clear on what you're talking about. Are you saying it slowly scans every plugin each time, slowly enough that you can clearly read the name of every VST you have installed every time?
If it whizzes by every time doing a "checking plugins" faster than you can read the plugin names, that is completely normal, and yes Orion and Logic do that. If it is slowly scanning each plugin and taking like 3 minutes to boot every time, there is something wrong in a registry setting somewhere making it think you have freshly installed each plugin and that it needs to scan them for the first-time bootup where it checks compatibility and serial numbers etc.

there are only a few programs that don't scan everytime they start up, some of those are, Sonar, energyXT, and I think Samplitude...probably some more but I don't know them myself |

Ableton Live also only scans plugins when u tell it to. Its a cubase design flaw that Im complaining about. I dont want to scan All my plugins on start everytime just incase Ive installed any (which I know I havent). It takes minutes. |

It should take about forty seconds TOPS. It takes 20 seconds on mine including checking the dongle, directX, quicktime etc. If it really is taking whole minutes and you aren't being dramatic, something is wrong or you have a terrible computer.
I have seen something happen on a friends computer where something gets fucked and it laboriously scans each plugin as if each individual one had just been freshly installed. I assume it's some kind of registry setting but i can't say for sure. Is this what you're describing? http://soundcloud.com/aeon604

When i unchecked the option for loading quicktime it shaved off a couple of seconds at startup..Other than that try uninstalling the plugins that you don't use..I'm sure there are quite a lot that you 'tried before buying'
I've only got a few plugins installed, the one's that i use in almost every track & my start up takes 20-30 seconds (Core duo processor)..
