yes, he refer to Steinberg Quadrafuzz. but he probably (for 99,9% ) talking about newest version, available only in Cubase/Nuendo as native plugin.

Btw don't believe in magic, that you put this plugin on track and bass starts to sound as "supa dupa extra full proffesional hyper bass"           http://www.beatport.com/release/cross-the-atoms/1042450
