old-school-psytrance-vst 
btw, skazy and infected use it a lot... so maybe that's what the question was
other option might be to load your favorite sample with formant samples and modulate them to taste (cuttoff, and sample start might be cool for that)
or
use to LFOs to modulate the filter cutoff: one very fast and the other very slow and a moderately high resonance settings (use mod stick to control it)
i'm almost sure you can get similar effects with that, but then... i ain't got a nord :.(

i must say, itz a bit overused without any fx...
You guess protoculture vs. rinkadink- poolsidekiller?
Very nice speaking synth there ,
i also remember rinkadink used it in his first album too,
