I know that EYB, obviously they are on others, but what I mean to say, is that they are put in that slot more than any other artist that I know of. You dont see Track 1 being Skazi all that often as they are.
And also I wanted to know the answers to my other questions.

the compilers of the v/a cd choose the order of the tracks they picked. they usually want to achieve some kind of flow that they are designing. putting silicon sound as one of the first tracks sounds logical to me on a full-on complilation. this is due to the fact his sounds are deep and pumping and never harsh. usually this kind of design choice will feature the more aggressive tracks later. a kind of "mood setter" if you would (and i think you would )
regarding artists having a choice where theyre placed... depends how close they are with the compiler. sometimes im sure it happens if they are friends. i dont know about any contract deals... its just about the design. i can easily see silicon sound at the end of a progg/full on compilation.
hope this clears it up a bit more.
