you can't do it. But in reason 3.0, the compressor has a Sidechain input finally. So you will have to wait a couple weeks.

There might possibly be a way of doing it by taking an Auto CV output from a Scream 4 which is listening to the kick, and routing it to the Param 2 CV input (compression amount) of another Scream 4 which is affecting the bass and which is set to Tape, with the Damage control probably at 12-o'clock and Param 1 (tape speed) all the way up. I haven't tried it, and strictly speaking it's not the exact effect you're talking about but it might give you something similar.

I'd be interested to hear how you get on.           Mastering - http://mastering.OOOD.net :: www.is.gd/mastering

@Colin - interesting stuff
I've had similar difficulties. I've had to recreate similar effects using the malstrom.
You can control various cv parameters in malstrom from either the redrum, or a matrix. You could affect the amp envelope or filter envelope using the cv parameters. You can also trigger the malstroms selectable envelopes from here to.
I've managed to get similar sound effects to sidechain compression using this, but it leaves a lot to be desired. I don't know if it will sound right for basses though.

Those are nice and interesting tricks. But they wont quite be as effective and precise as real Sidechaining. With Reason released in March 10, I think you should be able to hold out for real sidechaining

You could just make volume automations..
If you have a repetitive bass you could just lower the volume on tha bass when the the kicks hits on the same note. Then copy the automation and paste it in the next bar, or where you want it. This may work as a subsitute for sidechain compression depending on how much you can zoome in on the automation track.
The hard part is that you cant see any waveforms in reason.... A bit to trickey perhaps
