basically:
it's a box which can play sounds that u load into it.according to "futureproducers.com"'s glossary:
Sampler is:
"Rack, module, or software which enables you to record short (or long) audio clips and assign these sounds to keys on your keyboard. Samplers can be used to playback a loop of music (very basic use) or they can be used to create a very realistic piano or violin.
In the case of the piano, there may be hundreds of sounds assigned to the keyboard. The more samples, the more realistic the piano is."

of course good samplers can apply effects on the samples, cut them etc.
