try starting with the envelope, better with no sustain... short release...

after, see what cutoff filter can help u, auto the lfo, phaser, delay, reverb etc...

all what you need it is add some phaser effect on 10 pr. Wet and put it without feedback , comress on big ratio and long release, play with lfo on quick mode until you will get needed result!
