-10 db is allright for pretty much everything i guess. but i wouldn't say it's better than -8 db or -12 db...
it's a question of style and taste imo. slow stuff that's using lot of instruments with much lows and fat/long bass(drums) i like to be dynamically. i would tend to the -14 db direction (i.e. i hate overcompressed rap music).
'modern-hightech-nightpsy' (strange word ) may be allowed to be a bit overcompressed imo. sure there are limits, when something turns into complete bullshit. but somtimes i like this 'synthetical-all-the-time-in-your-face-sound' for about an hour. so i wouldn't say it's absolutely wrong in general to have rms on - 7 db.
mastering an album is something else of course. there i would go from -13db to -9db.
more dynamics can be nice, but for psytrance i personally wouldn't go below -12 db...
but actually i have no clue about mastering, maybe i should better shut up
