Sample packs I use for percussion: Thomas Penton (I like the snares more than anything else), Vengance (club sounds and minimal techno), Deadmau5, Supreme Sounds.
Doru Malaia has a ton of good ethnic percussion sounds.

I don`t understand why people use sample packs so much. To me sound creation (and sample creation for that matter) is the most fun part of the whole process.
The only place where I would understand using them is for drums & percussions, there they really help.

I use them mostly because of the stabs, hits, lifts, downfilters, etc.
I love sound design but sometimes it is just a quick fix to use sample... no point in wasting 15 minutes synth programming lfo rising tone when there are hundreds of much more complex, hi quality and production wise samples available, i prefer to invest my time in other more interesting tasks in the production process like actually making some music.
Also sample packs can be very inspirational, sometimes i just use them to get ideas for my own sounds.
There are people who produce tracks using entirely sample packs only... that i'm against also because one should really have the knowledge to solve most sound fx needs with simple synths, but as i said, if you already know that and just want to borrow a couple of sounds from here and there to spice up that breakbeat then so be it.
But yes, some guys do abuse samples... i say they are just tools... also one tip is to use sample in an unrecognizable way so no one will notice you used that vengeance vocal bite again.
Something I have thought is that in a way sample use is somehow a curious folk thing... it is like that "chill out" sample from vengeance vocals that i've heard in many many tracks, or those 303 acid shots that feature numerous tunes... it gives this special feel, like part of the "scene" or something... some sounds just become part of the collective mind and become enjoyable as something familiar among different productions.
