i have used Voxengo Voxformer a couple of times for such effects. It has preset named "radio" or something like that.

Basically it can be done with any EQ and some distortion. Cut everything below... mm... don't know, cut everything below until it sounds like radio =), add distortion and maybe boost some hi-freqs.
