Questions about party organizations in some places.

Well, my questions are related to the party organizations in those incredible places called "natural reserves". I mean, I was viewing the news today, and I saw some great images about great places. Then I began remembering when I was yougest, when I went usually on summer's camps in places like Los Pirineos, Andorra, North Aragon and so on (north of Spain). So the questions are obvious:
- How is the situation/legality about partying in these amazing places?
- Is it the same rules in all states?
- Is it possible to ask for partying to the city council or the local administration?
- Or simply is it just ilegal and if you want partying in these places you must to do it "underground/in an ilegal way" ?

Listen, if is not ilegal it should be, either we want it or not making a party in such a place like that not good for the species on that habitat. And u can imagine the amount of garbage that is "produced" in a party...

Well, I mean in a zone of the reserve with a less amount of species, so the damage wouldn't be so considerable.
Related to the rubbish, a organized party with a after-party more or equal cleaned than the before-party.
