here's an example of wat i'm refering to:

vocal starts at 0:20 and goes foward, it's the dude from breaking bad talking, and mr. deliriant turned it into awesomeness, question is, how?

Pitch-shift (probably various amounts, each panned differently), distortion, delay (with automation). And lots and lots of EQ at various stages of the processing chain.

for me its chorus (or flanger) + distortion.
with soundtoys crystallizer you can get sameeffect (and much more) in easy way

With delay and a little reverb, I recommend the 'telephone' plugin, which is free. It's a simple bandpass that imitates the sound of someone talking on the phone. I guarantee you it sounds trippy!

you can reach a similar effect using argotlunar or another grain delay, also add normal delay and some distortion
