Very interesting topic!
When I do chord progressions and scale changes, then I use the knowledge from music theory, but sometimes I just take the orientation from the rootkey of the bass. Especially in tracks with less melodies (and that's the majority nowadays), you don't really need much knowledge in this direction, it's much more important to know about shuffle notes and stuff there.
Personally, for me there's no more or less psychedelic scale, except maybe of scales like F Spanish or the blues scales, because they sound familiar to some Psychedelic Rock from the 60ies. In my opinion, the psychedelic feeling comes much more out of the sound design, from stereo fx, modulation and portamento bending.

I like using spanish phrygian, it gives a mystical touch to the harmony in the tune. Or maybe Dorian b2 or phrygian. Another trick is different intervals to modulate your song, ex. a major 3rd down or minor 3rd up gives an evil touch. Half-steps up and down too of course.

I love spanish phrygian but hate that i can't get perfect fifth chords because of the diminished second. |

maybe its not about the scale but about the approach of how using the scales? fusion type of stuff tend to be quite psychedelic for me...
but in most stuff nowdays i quess its just few cromatic notes to get the creepy mysterious sounding feeling with highly modulated sounddesign!

when you describe a scale in halfsteps it's (in the case of 1-3-1):
note - 1 halfstep up - 3 halfsteps up - 1 halfstep up
there are a couple of scales containing this pattern.
starting from c this would be: C - C# - E - F
