long time I had a problem with hihats.
-I learned that the proper tuning is important. This may affect the rate of track (not in reality, in the sense of receiving by the brain)
-I solved the problem of poorly sounding hihats when i started using enhancer, but only this one suits for me: HF Enhancer from SSL Duende Drumstrip.
-Velocity: as they wrote all the above
-Panning: for me its a question of full mix; i make a panned hihats or totally in center
ah, one more thing: shift hihats out of time. it can add groove, but its not required in psytrance (who cares? ;-)) http://www.beatport.com/release/cross-the-atoms/1042450

Bitcrusher on the shakers or in some off snare loops, tune it whit sample divider to your taste... make cool results... :) Cheers
