Potential DIY Holi Dilli Party

This idea is still on the drawing board level so do no flame this topic. If your not from Delhi you can look elsewhere.
People in Delhi with maybe atleast a 50 post count. Can we pull off a small 10 or less people self organized party maybe Holi weekend or any of the weekends there after.
Things we need:-
Music:
Laptop- I have one.
Mixer- I have one in hyderabad will bring it to delhi next time.
Maybe we can pull this off with quality dj sets assorted morning, full on, powerful night.
Speakers: We can all pitch some money little bit and rent quality speakers from some soundshop.
Deco: I also have couple of small backdrops bought from h.p. which can be put to use.
Location: The biggest challenge, but i bet one of you local delhi boys know a remote spot somewhere around with electricity.
Food, Water: Same principle, we all pitch and buy supplies to last us a couple of hours.
Or make it a potluck everybody brings one dish enough for 10 people... we share it amongst us 10 dishes from 10 people
This is just an idea waiting to hear from active delhi boys if this is doable at all.
We can even keep it a day party of 12 hours to avoid attention.
Freaks from delhi please pm if y'all think this can be materialized.

We could try but i think the neighbors would hit us with rotten eggs on Holi considering i live in an appartment in a densely populated locale.
