charging less for locals works only if its a large international scale festival that naturally attracts people from all over. it's kind of a baksheesh for the locals to tolerate the influx of outsiders into their area and to enjoy a gathering in their area....BM does this and I've seen the same in Germany at Voov and Full Moon....
otherwise smaller scale events mostly found in regional areas in the U.S. will obviously NEED the locals to turn out as not many will come from far away just to check out local talent, and in that case the reverse might be true as Tom and some others have mentioned, giving discounts to freaks coming from far away to give the party something more than just the locals in attendance....
so in the end it's up to how much the event depends on the local population for revenue and turnout.....or to put it another way, if the organizers are from the area the event is held, or from another city......

When I was in Goa (2001 season), organizers would charge the Indians 500 rupees to get into a party at night (quite a lot in local currency ) but it was always free for the foreigners.
They wanted to make money off the parties and discourage drunk Indian tourists from coming - and they knew Indians were used to being taxed to party at luxury hotels and such - but the foreigners would throw a riot.
Quite the opposite of the idea proposed in this thread. |

You have to look at economy when you attempt something like that. In the solar eclipse in south africa (2002) they charged south africans 40 dollars and foreigners 100. The currency difference made it acceptable. if you charge europeans coming in more - it makes sense, the euro is stronger.
but inside america you can't really do that. in fact if i drive 6-7 hours to a party (or 3 days to AUM) i think i should pay less, i have more expenses.
i would say in general it's possible for promoters to break even on parties with a 20$ ticket (based on a 24 hour party) and about 150-200 paying partiers. if you have a bigger crowed - hell - lower the price.
another thing you can do to get locals exposed to the scene, is bring them along as crew, and give them free entrance in exchange for help with setup and tear down.
the sliding scale for entrance is also a good idea, it generally promotes more people arriving early, makes the party feel alive right from the get go.
i guess it all depends on what you are trying to accomplish.
