MasterQ isn't phase linear AFAIK but PSP Neon is.
Some more:
Voxengo CurveEQ
Refined Audiometric Labs PLParEQ
Blue Cats Liny EQ (Not parameteric)
The cheapest and most versatile is probably the Voxengo CurveEQ.
The best sounding to my ears are the Algorithmix and then the PSP Neon HR.
The worst price/performance ratio is the Waves one. I don't like its sound. It might be phase linear but it is also grainy.
