Hello

Is there a way to temporarily disable effects and instrument in Cubase when their not playing in order to save processing power, and automatically activate them when needed (in a similar way to Fruity loops smart disabler)?

yes, only DirectX plugs...
though u don't save performance.
it's possible to check/uncheck the plugins in
Plugin Enabler
i don't remember exactly in which menu it is,
just search the PDF for these keywords [getting into the details.pdf, i think]

anyway, cubase doesn't "load" the plugs until they're chosen in the panels, ->and turn on<-
this means, u can put maximum closed plugs, and CPU usage won't rise[just a little bit - the pictures of the GUI are loaded]
the same is for Audio files: the cubase reads the file only while playing/assigning the effect
on the stream, and only 2-3 seconds ahead.

Logic Audio does this too, but it has no memory leaks, so if u work many hours or few, it won't crawl like cubase, even if u have lots of fx/VSTi's.
